(\u201c<strong>WEC<\/strong>\u201d)\u00a0is pleased to invite expressions of interest (\u201c<strong>EOI<\/strong>\u201d) in respect of the development of an Independent Water &amp; Power Project (\u201c<strong>IWPP<\/strong>\u201d), to be located 18 km south of the Jubail Industrial City at the Arabian Gulf Coast, adjacent to the existing plant units (Jubail Phase 1, Jubail Phase 2 and Jubail RO plants), in the Eastern Province of the Kingdom of Saudi Arabia.<\/p>\n<p>WEC\u00a0will conduct a competitive process to select a developer or developer consortium for the development, financing, engineering, procurement, construction, implementation, operation and maintenance of an integrated water desalination and power plant of 1,170,000 m<sup>3<\/sup>\/day net of potable water capacity consisting of 60% Reverse Osmosis and 40% Thermal Desalination technology respectively and 3,000 MW of power, together with associated infrastructure and facilities (the \u201c<strong>Project<\/strong>\u201d). Under a concession of 25 years, the project company to be incorporated to develop the Project, will sell their entire power and desalinated water capacity and output to WEC under a Power and Water Purchase Agreement (\u201c<strong>PWPA<\/strong>\u201d). WEC\u2019s obligations under the PWPA will be supported by a credit support agreement from the Government of the Kingdom of Saudi Arabia.<\/p>\n<p>WEC\u00a0requests the following:<\/p>\n<ol start=\"1\">\n<li>Interested parties should express their interest to participate in the tender process by no later than 15:00hrs KSA time on [1 May 2018]. Parties wishing to participate as a sole or lead developer must return executed versions of the confidentiality undertaking in order to receive a request for pre-qualification (\u201c<strong>RFQ<\/strong>\u201d) document, Responses to the RFQ should only be submitted by developers seeking qualification as a sole developer or lead developer as part of a developer consortium. The RFQ will include further information, including a description of the Project, an outline of the tender process and eligibility criteria for pre-qualification of interested parties.
